She's in Salt Lake City, Utah which is one of this country's most conservative and religiously restrictive places. I'm not surprised she encountered this issue at the DMV. Apparently, they have a restriction on how much makeup a person can wear for their ID photo. Rather than make an issue out of this, she could have gone home, removed her make-up or at least some of it and returned for the photo. She chose to humiliate herself by wiping it off right then and there, thus creating a spectacle.
