You missed this part in the article:

At the end of September, Customs and Border Protection said it had constructed 69 miles of "new border wall system" in place of "dilapidated and outdated designs," according to the agency's data.

Even with that wall, it can scaled within a matter of minutes from the looks of it....they better at least spend a few extra dollars for barbed wire...after all we're paying for it instead of Mexico
