Wannabe Aztecs. And look what happened to them.
If anyone gives a shit, 'monotheistic' Christianity requires a second, lesser divinity to blame for evil, whereas the polytheism of the Aztecs didn't account for good and evil by making one god all good and another one all bad. As far as they were concerned, the gods were just fickle bastards. I found it interesting that some comments said it was satanic, the devil's work, etc.
Without the religion and the culture, and lacking another 80,000 victimized in succession, I give it 2/10. Possibly effective intimidation but could backfire on a PR level. Certainly derivative. The chainsaw was more dehumanizing.
Worst cannibalism story I heard was captives on raider's rafts having their limbs broken, but they wouldn't be killed until it was time to eat them. No refrigerator, you see. Got to keep the meat fresh. I found the reduction of a human to simple meat more terrifying than religiously inspired cannibalism, which at least recognized the sacrificed as human.
