Biden on Friday was quoted as saying he will “make clear” his position on adding justices to the Supreme Court when the Senate votes on the Amy Coney Barrett nomination.

He and other democrats have accused Republicans of “packing the court” by filling RBG’s vacancy with Barrett. 

While the term “court packing” is commonly accepted as the act of expanding the number of Justices to shift the court’s balance in a desired direction, Barrett’s nomination is not an “addition,” but merely a replacement.
