i agree they should be able to do either pdi or ifbb but i think any athlete with not much happening for them in the ifbb should go,ahmad heider, melvin anthony,chris cook all great bb'ers but get overlooked

the rule allowing athletes from other nationalities compete would bring in many new faces. to turn pro, sometimes it is not enough to win, for example, the ifbb world amateur championships, in many cases you need additionally permission from your country's bb federation to do that. and sometimes, probably because of internal politics, such federation will refuse (e.g. piotr gluchowski of poland). if the pdi recognizes bb credentials earned in some non-american shows, than we may see many new faces coming....

I don't think that Jay Cutler or Dave Palumbo or Markus Ruhl would even qualify.
I think the PDI has different guidelines and prefers a symmetric look.
