If white people's household income in NYC is somewhere around $200,000, while that of black folks is $20,000 it only follows that most white people pay income tax while some blacks do not. People living below the poverty level do not pay income tax.
I assume that most poverty level income people do not own property, so they don't personally pay property tax. Property taxes are often based on assessed value which is sometimes capped depending on property tax bills. In Oregon, assessed value is limited to 3% annual increases.
Somewhere around 30% of black people own property in NYC, while about 42% of whites do. I would have guessed the gap between black and white folks owning property to be greater than this which it is in the Portland Metro area.
