Someone in the comments said that man held the title of "Most Dangerous Man in Japan". I looked him up, and while his age in the video was wrong based on the date it was posted, i think the man below is the right person - Morio Higaonna:

He looks very spry for his age, and he doesn't look as little as I thought after reading Hypertrophy's post. Probably little compared to Hypertrophy, but he doesn't look particular short or narrow - for his age especially, I'd say he looks great. That's probably what a person exercising their entire life will look like at that age. While some men are still very large over age 60, at some point, those gains do eventually become unsustainable.
