The Thunder Bay Regional Health Science Services Centre [TBRHSC] has 22 ICU beds.

We've been gridlocked [= all beds full] more than half the years since 1998.

We had 27 people in ICU during peak Covid.

That's barely above average. Though it was slightly above average. But with all the people having appointments cancelled for cancer screenings and other screenings, the hospital here was empty.

What hospital was overwhelmed, OAK? Do you have any evidence?
