A lot of places in the U.S. have no-fault insurance...better in the long run because it just presumes that accidents are no one's fault and this prevents the courts from being clogged up with lawsuits...just think......if it wasn't for no-fault insurance, then for every accident that takes place each motorist would have to,determine who was at fault and they would have to get lawyers, witnesses and have an endless trial to determine who hit who, why and how....then damages would have to be assessed...it would be a nightmare...hence the cameras in Russia
