I recall this specific pic was an ICBM (test launch obviously) seen from the city of Yekaterinburg, RUS some time ago.

Thanks to upped activity of development of new toys, we can enjoy (as long as they don't have warheads attached it's all cool, LOL) these amazing lights of these tests more often.
