Officers of the law are held to a higher standard of expected conduct when confronted by a hostile citizen. And according to the outlines of those standards, that officer was clearly in violation. Officers confront people who are not necessarily criminals, but for some reason are not in their proper state of mind. They can subdue and detain, but they simply aren't allowed to attack in the manner he did.
Even if we remove the standard, she kicked the officer on the leg, he clocked her across the head with a roundhouse. How's that tit-for-tat?

If you are referring to that cop kicking the handcuffed girl that was excessive. Cops are allowed though to use a level higher than the force against them. Punch or push a cop and he can hit you with a metal baton. Present a knife and he can shoot you. After a cop tells you are under arrest and you wave you hands around to prevent him from handcuffing you it's resisting arrest and he can pepper spray you. Push a cop and he can punch you. Cops are not there for a fair fight. When presented with violence they are allowed to win the confrontation. It's never tit for tat what ever that means legally. Did someone say tit?

Understood, but remember that this woman was handcuffed and seated, and surrounded by officers. There's hardly a threat she could present that would call for anything other than a reprimand or to be seated in the cruiser while the officers went about the rest of their business. This officer reacted out of anger, nothing more.
