A more fitting example would be a situation where sticks were ALREADY banned - and an illegal stick was used by a student breaking the rules, and the school then bans more sticks, or imposes even stricter bans, only to punish those already abiding by the rules.

Criminals and violent offenders get off easier now. Less punishment under the law for them. Free to go and commit more crime against, now, defenseless citizens who will be treated as the threat. In the Soviet Union self defense was strictly prohibited for all intents and purposes, if you killed someone defending yourself (no matter how much your life was in obvious danger) you would be treated harshly. Population under constant stress attack with no means of defense or recourse as the legal deck is now stacked against them and not actual criminals.
