My conclusion is:

This was a pre planned event. She had a specific marker to look for in order to pull over. In this case it was a large sign (what are the odds a toddler was found at a sign).

However during nighttime visibility is poor and she had pulled over early at the wrong marker then continued to drive along until she reached the correct sign.

BUT the The correct way would have been to notice a toddler THEN react by braking and pull over, walk back.

Therefore she was clearly stopping intentionally in a specific spot. meeting someone is probably right.


The alternative is she had taken drugs and hallucinated the entire thing. But if that were true they would have found her stumbling in the bushes.
