Yes because police are always in a centralized location awaiting to be dispatched…… you do realize that police can be in multiple locations and sometimes they can even be near the location of the crime?

Also average means there is a probability that it could take longer OR LESS time.

I think for reasonable minded people the threat of imprisonment will cause them to stop and think but the repercussions of getting caught doesn’t even enter the average criminal’s thought process.
