I get your point as well actually, lots of strong people have relatively small legs, especially if there's little sweep making them look bulbous. And it's true that some women have very impressive thighs seemingly with very light lifting. However you don't squat like Larry with very "little" leg muscle.
Take a look at this, do his thighs look like women's who barely lift? I'd say that's "lots" of mass, not like a pro bb of course. The strength is insane and you can't do that without plenty of muscle. Look at the thighs as he's setting up.
So yeah, they aren't that impressive,
relatively unimpressive, but there's plenty of muscle there
