You have some good shoulder development!  I think you can balance that out some with a few sit-ups. Its a shame to have such low body fat and not be able to display some abs. Is there a reason for the dearth of development? You must be choosing that. BTW, if you put a layer of muscle down, it would tighten up the loose skin by stretching it up from underneath. It would be a good aesthetic move.
