If 13 states don't require ID to vote in person, it's all suspect. All voting should be IN PERSON, with valid ID, with mail-ins the exception for those overseas or physically unable to get out.
It's not even really a partisan issue - this is one of those 80/20 ones that the left often finds themselves on the wrong side of.
Oregon has vote by mail exclusively. To vote in Oregon, you must meet Oregon voter registration ID requirements
when registering to vote:
You must provide your driver’s license number or state ID card number if you have one.
If you do not have either of these IDs, you can use the last 4 digits of your Social Security number (SSN).
If you do not have a Social Security number, then leave that space blank on your registration form.
If you don’t provide any of these numbers or the state can’t match the number you provide to official records, you will have to show an accepted form of ID the first time you vote.
You can use one of the following forms of ID. It needs to show your name and current address:
Must be current or unexpired
Oregon driver’s license
Oregon state ID card
US passport or passport card
Tribal ID
Student ID
Military identification
Utility bill
Bank statement
Paycheck
Government check
Other photo ID or government document
