I'm talking about Biden, who had, per the CPB, 10.8M encounters, with roughly 8.7M at the southern border.  It's estimated that just under 6M entered the US.

The reversals of stay in mexico, asylum cooperative agreements, etc encouraged traffic.

This led to more interior expulsions, which are messy, and gave the left, and paid agitators, the opportunity to create chaos and unrest.
