It's about both.
I just love how apologists try to minimize the role of drugs in the sport. All you have to do is take a look at a few pics of your average pro eight or ten months after retirement to understand how much the IFBB is "the house that gear built". 
What you don't understand is that certain people RESPOND TREMENDOUSLY to juice, while others don't.
The Genetically gifted respond Tremendously to juice. I have used my share of AAS in my life. They helped me win a local title, and they did ALOT for me. BUT, the huge explosion of muscle mass that I assumed would happen to Me never did. I could give the SAME AMOUNT of juice to an IFBB pro and somebody else. The IFBB pro would EXPLODE, while most of the population would only see moderate gains.
Why would you assume that everybody responds the same to juice in the first place ??Most pro's acquire 80% of their lifetime size in the first 4 years of training. I have been training for 20 years,
while using juice for 4 years.. Guess what ? There aint gonna be no size explosion for me, even if I upped the dosages.
Thats just the way it is..
How many people can jump as high as Michael Jordan or Steve Francis ??
If it is so easy to be Mr. Olympia-then go ahead and get yourself some gas, go get ALOT of gas.
Then come back and tell me when you will make your pro debut...NEVER.

Eddie Robinson grew up at the gym that I train at in Largo Florida. There was a large group of people
that all juiced at that gym at the same time, and they all hung out together. They were a click that all got their juice from the same people. All these guys were using roughly the same amount of juice.
Howcome it was only EDDIE Robinson that grew to TWICE the size of everyone else ?
When you combine AAS with people that are

is when you see the science projects that we have all come to love..
