no it doesn't- few people actually think Dorian deserved to beat Ray in 1994 (dorian was outclassed in every feature with the exception of lats and overall size)
and many feel that Haney did not deserve to win in 1990.
The only difference between these and Ronnie/Gunter is that for the first time ever (in order to sell tickets to the Olympia) the judges actually gave the win to the challenger and not the champ. Normally, this would never have happened.
But they had to sell tickets and hype the PPV, so it did.

should it have? I think not. Ronnie owning Gunter in all these shots.
Gunter was bigger. Not better. If anything, Chris could have beaten Ronnie (it was close because Ronnie was small and way off) and Gunter should have been third.
I have never bought into the whole "big blocky guy beats far superior in most ways but smaller" more shapely guy argument.
Bodybuilding should be judged on physical characteristics (of muscle) not physical size and stature.
