Although the IFBB is an international organization, it clearly favors US bodybuilders when it comes to giving out pro cards. At least 10 athletes in the US automatically turn pro, just by placing high in a certain US show. I think no other country (except Canada) has that system, even not Germany or Brazil. Athletes have to be recommend to the IFBB. The person in charge is the same person who runs the US amateur division of the IFBB (NPC).
The US amateurs place very low on the world stage, since there are drug tests (USA is #7).
The reason that Sami is not an IFBB Pro has to do with his country and the politics of the IFBB there.
So he decided to compete in other federations (Musclemania / PDI / NABBA).
