I'm not sure I can explain it any simpler for you to be able to understand it....the code of conduct is a part of the rules...it's clearly stated as a "system of beliefs" and "guidelines" for you as an athlete to follow.
Much as you could have been suspended a dozen times over for violations of the code of conduct...you have had warnings, and had to write a letter of apology to Ben Weider, and also have had nothing imposed on you, etc.
Along with the women you keep referring to...there are many violations... there are others that have also had to write letters of apology, and been warned that further action will be taken if certain actions aren't changed, etc....
If this is such a priority to you, I suggest in your free time, you try and gather up all the infractions of the code of conduct on your fellow athletes...and submit them to the IFBB to get them suspended, that may be the only way you can convince someone else to join you over at the PDI.
Do try and familiarize yourself with the rules, and how they are interpreted.
