WASHINGTON – The notoriously slow Congress passed the $787 billion economic stimulus package in a matter of weeks. President Barack Obama signed it into law less than one month into his presidency.
So, just how soon will Americans start reaping the benefits of tax cuts in it?
By April 1, according to the president.
"Never before in our history has a tax cut taken effect faster or gone to so many hardworking Americans," Obama said Saturday in his weekly radio and Internet address.
He said the Treasury Department has begun directing employers to reduce the amount of taxes withheld from people's paychecks in accordance with the new law, and that in six weeks, a typical family will start taking home at least $65 more every month.
Obama says his signature "Making Work Pay" tax break will affect 95 percent of working families.
The $400 credit for individuals is to be doled out through the rest of the year. Couples are slated to get up to $800. Most workers are to see about a $13 per week increase in their take-home pay. In 2010, the credit would be about $7.70 a week, if it is spread over the entire year.
People who do not earn enough money to owe income taxes are eligible for the credit, an attempt to offset the payroll taxes they pay.
Obama's expensive and ambitious package of federal spending and tax cuts is designed to revive the economy and save or create 3.5 million or more jobs. It will inject a sudden boost of cash into transportation, education, energy and health care, while aiming to help recession victims through tax cuts, extended unemployment benefits and short-term health insurance assistance. It also will add to a rapidly growing national debt.
The president signed the measure into law Tuesday.
In his weekly address, Obama said he was grateful to Congress, governors, mayors and everyday people who supported the measure.
Still, he added: "It is only a first step on the road to economic recovery. And we cannot fail to complete the journey." He said the country also must stem foreclosures, repair the banking system, get credit flowing again and revamp financial industry regulations.
And, even as he promoted the record-breaking spending plan, he called for doing what's necessary to control "exploding" deficits as the economy begins to improve.
Obama is holding a bipartisan "fiscal responsibility summit" at the White House on Monday to talk about ways to control the trillion-dollar budget deficit. The next day, he is to address a joint session of Congress, a speech expected to focus heavily on the economy. On Thursday, Obama will send a budget request to Congress "that's sober in its assessments, honest in its accounting, and lays out in detail my strategy for investing in what we need, cutting what we don't and restoring fiscal discipline."

Do you have any idea how strapped people are? $13.00 does not even cover the increased minimum payment many CC companies are charging people to carry balances.

Good point about cutting government spending.
However, during a recession, stimulating the economy is important. If you slow down the cash flow, you risk freezing down the economy even more.
But I still think Obama should look through the whole budget and try to slash spendings.
If anything, he could re-distribute valuable tax dollars to worthwhile things that could actually help the economy instead of spending it on bullshit.
He's actually vowed to do this, and I will be disappointed if he does not introduce a few savings in the budget pretty soon.

Also, we have the second highest corporate tax in the world...why? If you want to attract private business, which employ the majority of people in the country, cut the corporate tax rate. What "spending" should be cut? Be specific in terms of programs AND in terms of $$$. Don't give me earmarks or programs that are a drop in the budget bucket. Should we cut Social Security and/or Medicare?

Benny, you have apparently ignored the proven fact that cutting corporate taxes and capital gains taxes stimulates business. In the past, gov has even obtained more $ after cutting capital gains taxes because more people invest in the market and businesses. This isn't debateable. Your just a big government guy, we are much different.
At least Iraq spending will decrease as the region is somewhat more stable. The issue is still overseas spending. We are pulling back funds and troops from Iraq but seem to be transferring them to Afghanastan. Overall spending abroad must decrease because of our financial situation.

You are right but if you look at what is proposed in the spending bill, not much of it is going to stimulate the economy. All these bailouts for home buyers, the welfare recipients, etc is doing is draining the American pocket book in the present time and also for the distant future. I guarantee all the able bodied people on welfare (not counting those recently laid off) could get jobs but they would just be jobs they feel are beneath them. These people could also join the military. If you cut off all aid to illegals in this country, the BILLIONS freed up would go a long way. California alone could cut 8 billion out of their budget if it wasn't for illegals.

No, but the idiots who bought homes with nothing down and chose not to read the terms of their loan are a major problem and don't deserve help. Why should responsible home owners pay for their stupid neighbors? It is not an even switch from Iraq to Afghanistan in cost...we are getting out of Iraq and putting much fewer troops into Afghanistan. Combine that with the tax hike on those making over $250k, and the budget will get closure to being balanced, even with the spending on the important things the country needs like infrastructure, energy independence, education, universal healthcare, etc.
The president is about to do all the things he promised and STILL bring the deficit down to a level where it can be paid off during his second term. Just watch and weep Obama-Haters, Obama is going to make you the "Gang of No" while his accomplishments will say "Yes We Did!" You aren't winning except in the south and the rural west, because that's all the Repubes have left. A party out of touch and on the verge of becoming irrelevant.

Not really.
But you remember correctly that before the economic crisis I was in favor of raising taxes in order to build budget surpluses and cool down the economy.
I am a firm believer in Keynesanism.
So I believe in tax cuts during recessions in order to get the economy running.
And tax raises during economic boom in order to cool the economy down, and to build a healthy budget surplus for bad times a head.
I see a lot of guys posting how USA shouldn't spend money right now.
But that would freeze up the economy totally.
The problem is that USA comes into this situation being already in debt, since Reagan every budget has been a deficit except for a few during Clinton.
Would USA's economy been like during Ike, or like it was in the 60's, a crisis like the current one could've been easily bridged over, because the resources were huge back then.
USA could've overspent for a few years, then gone back into running surplus budgets.
But it's not the same today due to irresponsibility by past presidents.
USA still needs to spend to get out of the crisis. But Obama needs to get rid of any unneccessary costs in his budget as well.

I am always in favor of letting people keep their own money as much as possible.

I'm looking at it as a way to manage macro economics.
Tax cuts, even subsidies, could kickstart economies during recessions.
Tax raises can help prevent the economy from heating over during booms.

First, I don't claim to be smarter than Obama, but for your info I have a postgraduate degree and was valedictorian of my college. I'm happy you can judge my intellect from scattered internet posts. Nonetheless, the smartest people don't always have the best answers. Thats where experience, leadership and judgement comes in. Obama listens to many advisors. No one person can be an expert in so many areas. I believe he is choosing to listen to advisors who favor big government. Its not necessarily stupid or incorrect, its just a different philosophy. I hate big government control and interference, so I disagree with many of their recent ideas. There are plenty of smart people who have different philosophies.

The 90's and 00's were IMO largely influenced by Friedman's and Fukujama's views.

The private hospitals will still be in the business of giving the healthcare.
ER care, which everyone is entitled to, is BTW the most expensive type of care. And with universal health care there might actually be some money saved in the end?

Because of time, answers here are always more brief than they should be, but here are some general thoughts:
I read the CNN article. The financial system has significant international ties and influence so discussing this with other countries is reasonable. One concern is that we must do what is best for us first. Dealing with these mutli-national groups, the US always seems to fund the bulk of the projects, helping less developed nations. That can't happen. Other superpowers must step up. Also, nationalization and gov control hasn't worked well in other nations so we must be careful about government control.
My general theory is that government should make sure private industry plays by equal rules. Free markets work when you apply rules equally and do not play favortism, as has been done. The gov, in general is very wasteful. Private industry gets things done faster and more efficiently. However, appropriate oversight is necessary IMO. As the gov is controling more bank interests, we must make sure it is a temporary situation with clear end objectives.

Capital gains taxes are government robbery.
So you've worked and built something (business), and the government has taxed you for everything all the way along (income, sales, payroll, etc). Now you want to sell what you have created, and the gvt thinks it is entitled to a cut (35%)?? WTF?!?
Funny how if you lose you ass, the gvt doesn't take a 35% cut of the loss... unless you are union auto industry or banking.

Universal healthcare...thats a beast.
I am not opposed to some kind of government intervention. The first thing that should happen is to allow insurance to be sold across state lines so there is more competition. The second thing is an end to coverage of end of life proceedures.
As 333386 suggested previously, I believe INS should be informed of all illegal immigrants who receive care at an ER. We don't deny them care but after their care, they can be tracked and deported (or made to apply for citizenship).
In my experience, the larger the medical institution, the worse the personal patient care. The VA hospital is the best example. I am also concerned with rationing of medical services and prolonged wait times for non-emergent surgery/care. This will happen under a gov system because we will be limited by tax funds. It was already mentioned in the stimulus plan. Yes, hospitals will direct care for patients but there will be a whole management tree created by the government to manage hospital administrations. You could have a huge overbearing system with too many rules, restrictions, and red tape.

Hereford, I have a small medical practice. It is amazing all the taxes we pay and all the regulatory fees. I had no idea it was this bad. Its very hard to stay in business. Thats why so many doctors give up and merge with hospitals.

Obama will announce raising capital gains taxes tomorrow to at least 20%. It will hurt businesses and investors but he comes from the camp that believes the gov should take more of the profit realized by investors and people who take risks to create things in this country.

But if the practice only grosses $200,000 (before expenses), thats a significant number.
I never realized how costly employees are. I have to be an employee as well. The business pays half their payroll tax and then pays a percentage of total wages to various gov programs (BWC, health & family services, etc). Then after that they tax any profits. Then you pay your accountants thousands of dollars per year to adhere to all these f-cking IRS rules, quarterly tax payments, different financial sheets that always need to be filled out, payroll checks, etc. Its crazy.

I sacrificed so much in giving up a hospital position (I was the director of a hospital urgent care) to open this practice a bit over 2 yrs ago. I am so much happier here but its a real struggle. The way the nation is going, small businesses are closing everywhere because its too costly to do business.
Who rewards us for the financial sacrifices we make in creating a business and giving employees jobs...not the gov, they take double and Obama and his big gov friends want to take more because its not fair to poor people. Poor people don't put themselves at financial risk to create businesses and give others jobs.

Once you've struggled running a small business, you see how unfriendly the gov is toward small business. Many people get through it by scamming a little here and there. In a medical business, everthing is reportable so I have to play by the rules, I get the real experience and its not what these utopian professors think it is. Principles in practice are often different than in planning.

What's wrong with discussing the pros and cons of universal healthcare?
Obviously shootfighter makes some very valid points and legit concerns IMO about that there's a risk of creating a big ineffective structure to run the universal health care.
Still doesn't make me, or anyone else who is interested in discussing this topic a "warm hearted socialist".

The government should threaten to nationalize any bank they've saved if they won't give loans to healthy businesses at 1-2 % rates.

Some conservatives cry about oversight, but there has to be some oversight so greedy assholes don't take advantage of people. Thats where I see the government stepping in, but not taking things over.
Yes, there should be government backed low interest rate loans being given out right now. That was the whole point of TARP but the greedy bankers took it to cover their losses.
Increasing loan availability, expand unemployment benefits, cut payroll taxes, cut capital gains taxes, and some increased spending on infrastructure are wise IMO. I would not bail out every industry with taxpayor money. Some poorly ran companies need to go through organized chapter 11. Some people need to loose their home, particularly if they conned the system. Some brokers should be charged criminally. Additionally, decrease spending on overseas wars and back to paying for programs/items only if within a balanced budget.

I am not completely against universal healthcare but I have significant concerns and I'm not sure the gov can deal with them efficiently without compromising healthcare. I favor allowing more competition across state lines before nationalizing healthcare.

I am not completely against universal healthcare but I have significant concerns and I'm not sure the gov can deal with them efficiently without compromising healthcare. I favor allowing more competition across state lines before nationalizing healthcare.
The basic funding would be through taxes.
But then all the care institutions would still be competing for the patients.
I think a lot of people have this misconception that the hospitals will become nationalized.
But that's not the thing.
And the healthcare offered will probably not be more than fairly basic.
But a lot needs to be sorted out before anything like this ever can work.
Obama needs to make sure he's got the support MD's and nurses on this reform, hear them out.

The whole issue of universal healthcare is another example of the government addressing an issue by trying to out tax and outspend the proverbial black hole.
1. Health care needs to be regulated. No more $80 aspirins on an ER bill or 3K ambulance rides.
2. Health insurance is a game. A GOOD plan covers 60% AFTER the 3K deductible.
3. Uni Health to AMERICANS only. You make it available to everyone, the entire world will be sneaking in to get taken care of.
4. Provide a tax opt out for people with private plans. Oh wait... then it would all fail, just like private SS.
We'll end up just like England if it get's in on the libs terms. We'll be paying trillions a year for abhorrant service, your local hospital will look and function like the public health clinic.

ER care, which everyone is entitled to, is BTW the most expensive type of care. And with universal health care there might actually be some money saved in the end?

It's pretty good quality.
But the problem with ER care is that it's the most expensive kind of health care.
So the more people that can get treatment on an earlier stage, eg treat a failing kidney through proper medication, will save tremendous amount of money on health expenses nationwide.
Not only that, the national work force will be healthier, less sick days.
But issues like excluding illegal immigrants, making it only for US citizens is a vital concern.
An even bigger concern IMO, and what shootfighter is mentioning, is that the administration of this program can't be done by some large gigantic government body.
A very slimmed down effective administration is needed, and in order to do that Obama will have to revamp the whole system.
I question if he got the cojones and/or skills to do that.
IF he pulls it off, I will stand corrected and be very impressed.

WASHINGTON – The notoriously slow Congress passed the $787 billion economic stimulus package in a matter of weeks. President Barack Obama signed it into law less than one month into his presidency.
So, just how soon will Americans start reaping the benefits of tax cuts in it?
By April 1, according to the president.
"Never before in our history has a tax cut taken effect faster or gone to so many hardworking Americans," Obama said Saturday in his weekly radio and Internet address.
He said the Treasury Department has begun directing employers to reduce the amount of taxes withheld from people's paychecks in accordance with the new law, and that in six weeks, a typical family will start taking home at least $65 more every month.
Obama says his signature "Making Work Pay" tax break will affect 95 percent of working families.
The $400 credit for individuals is to be doled out through the rest of the year. Couples are slated to get up to $800. Most workers are to see about a $13 per week increase in their take-home pay. In 2010, the credit would be about $7.70 a week, if it is spread over the entire year.
People who do not earn enough money to owe income taxes are eligible for the credit, an attempt to offset the payroll taxes they pay.
Obama's expensive and ambitious package of federal spending and tax cuts is designed to revive the economy and save or create 3.5 million or more jobs. It will inject a sudden boost of cash into transportation, education, energy and health care, while aiming to help recession victims through tax cuts, extended unemployment benefits and short-term health insurance assistance. It also will add to a rapidly growing national debt.
The president signed the measure into law Tuesday.
In his weekly address, Obama said he was grateful to Congress, governors, mayors and everyday people who supported the measure.
Still, he added: "It is only a first step on the road to economic recovery. And we cannot fail to complete the journey." He said the country also must stem foreclosures, repair the banking system, get credit flowing again and revamp financial industry regulations.
And, even as he promoted the record-breaking spending plan, he called for doing what's necessary to control "exploding" deficits as the economy begins to improve.
Obama is holding a bipartisan "fiscal responsibility summit" at the White House on Monday to talk about ways to control the trillion-dollar budget deficit. The next day, he is to address a joint session of Congress, a speech expected to focus heavily on the economy. On Thursday, Obama will send a budget request to Congress "that's sober in its assessments, honest in its accounting, and lays out in detail my strategy for investing in what we need, cutting what we don't and restoring fiscal discipline."

These tax cut numbers are a joke. We should be cutting federal spending 50% and reduce taxes by 25%. The best stimulus is to control spending and give people a feeling of confidence.

Well, I can explain the hardships of running a small business medical practice to anyone here with great detail.
I sacrificed so much in giving up a hospital position (I was the director of a hospital urgent care) to open this practice a bit over 2 yrs ago. I am so much happier here but its a real struggle. The way the nation is going, small businesses are closing everywhere because its too costly to do business.
Who rewards us for the financial sacrifices we make in creating a business and giving employees jobs...not the gov, they take double and Obama and his big gov friends want to take more because its not fair to poor people. Poor people don't put themselves at financial risk to create businesses and give others jobs.
LOL if you ask slapper the ppl that work for you deserve a portion of the profits your practice makes even though they have no financial risk to the success or failure of your business.
Then if you ask straw the income gap between the poor and rich should be closed by taxing you more...

Problem with obama, and even Bush, was that their awful monetary policy and the inflation it caused killed any benefit of the tax cuts.
So yeah, ou paid less in taxes, but you paid more for gasoline, food, etc.
Same with obama. But the ignorant dopes on this site who don't even have a 1st grade education in economics are too foolish to see this.
