The article says that Titus is suspected of planning an escape attempt and a plot to kill witnesses. I'm guessing the blindfold is so that he doesn't learn any more than necessary about the layout of the prison. Here's a quote from the article:

yeah but my problem isn't with his attitude before he killed that girl, he has every right as an American to have any attitude he likes as long as he doesn't hurt anyone else, my problem with him or anyone else commiting violence against another person is that they need to be removed from society for societies protection, these "people" are worse than animals and should be treated as such.
