After reviewing the pictures and based on my own personal experience as a detention officer, I find that some portions of this incident is out of general protocol that correctional officers would normally use and for the following reasons.
1. Titus having a blindfold on is very unusual except in the instance of a possible retalitation against fellow officers. However, the riot gear generally prevents accurate identification. If anything, a gag for his mouth should have been used as well.
2. The video camera is mandatory however the videos are generally not released to the public.
3. Having Titus cuffed ass naked is not a standard practice and generally if there was a risk of him commiting suicide than the standard suicide smock would be issued. If they were afraid of weapons then a body cavity search can always be conductd unless he was unruley
4. Titus was in a restraint chair but was then placed in a motorcycle afterwards. A department generally uses one or the other but not both. Once a person is restrained in one way, its generally not changed until the incident that prompted restraint has passed due to the fact that no officer wishes to go through the trouble of restrainting a wild inmate again. Generally his chair should have been simply wheeled into his cell and that should have been the end of it.
Now, Las Vegas may have different laws from SC but I feel that this act was intended to publicity embarrass Titus. Nevertheless, he's a cold blood killer who tasered, beat, and drugged a woman to death and set her ass on fire in the middle of the desert.
