Actually, it's clearly photoshopped and very easy to tell. Simply open the image up in any image program (even MS Paint will work) and zoom in on the image. you'll notice that his face/body are quite pixilated and grainy while his arms are very smooth and blurred. A clear sign of photoshopping. Kidn of sad that this was done by an actual Mr. Olympia (see Ironage where Shawn Perine states Frank sent it to him directly).
