Is Bluto trying to establish another empire?

Perhaps in his twisted mind, he sees the abrupt dismissal of Mars as a weakness in the SQUAD and is attempting to amass another empire underneath our very noses and attempt a takeover?

I see this "noc" character appears to be aligned with Bluto.
