They measure arms hanging at your side? 
Cold means without a pump but still flexed.
Arthur Jones measured Arnolds arms at 19 3/8 with a half pump,sergios were the only arm that were over 20 inches when jones measured them.Arnolds arms may have been close to 21 inches when he first arrived in the states and was fat.Your arms are hard to tell by that pic,mine are a shade under 18 at the mo and yours do look bigger than mine,but again its to hard to tell from your av pic.
