Well, your first error is assuming I'm Japanese...I'm not...but we'll ignore that.
Regarding the Yakuza still being around...this a case of you applying your own culture's rules and beliefs to another...what's logical to you in your country and how you were raised isn't always reality in another.
The Yakuza have been around in Japanese society since...well, forever. Japan has always had a rigid, structured society ( the one that visitors to Japan and the rest of the world sees)...but there is also the other side of the coin. Both sides are considered a part of life in Japan...to maintain the "balance," to keep things working in harmony. An area of society where you can have "relief" from the rigid rules and roles you have to play in everyday life.
This is shown in the Pachinko parlors (basically gambling), "Snack bars," (paying exhorbitant amounts of money to buy chicks drinks and whatever comes after), the pornography industry, etc. The Yakuza run a lot of these enterprises, and they are seen as semi-legitimate part of society. They usually stay within their roles of extortion of business ( placing a member on the board of directors of a company) and basically have the construction industry in their back pockets, receiving money through enormous kickbacks on various "projects." It's only
when they step out of line there there is public outrage. Japan is a safe place overall, and you won't get into trouble unless you go looking for it or break the rules by being a "maverick." - whether you are Yakuza or the prime minister. In western cultures it's seen as an admirable thing, in Japan, it's frowned upon...just the way it is.
Another reason - Japanese police are pretty useless, as are the politicians...not much different from the good ol' US of A. The Yakuza have their hands in these areas too...always have, and always will. So they are not going to go away any time soon.
