If you look at early photos of cutler he really did have higher lats. true story.

I would have placed him no less than third at the Mr. Olympia and as high as first.  In fact, the only person I think it can be successfully argued should probably have beaten him would have been Victor and even then I think that's debatable.  Granted, the top five were more close this year than any year in recent memory.
