McCain and Richardson are about the only candidates in the race with "foreign policy credentials." Not sure what Edwards did during his one term as senator.
Some that have it, off the top of my head...
Biden, Dodd...
Thompson, Mitt, Rudy, NONE.
Obama, Edwards, NONE.
Hilary = some... she wasn't a decision maker but was certainly (and possibly wrongly) privy to huge decisions and intel and probably knows a lot more about things than anyone else running.
Of course, Cheney had more experience than ANYONE in DC when he was elected VP. What has he done with it, besides let/make Bush allow 911 then start 2 elective wars?
Experience is good, but I'd prefer a person with good decision making skills. Ron Paul and Obama and Kucinish were on the RIGHT side of the Iraqi war... they have better decision making credeitnals than all the others who "fell for" bush's war resolution, even tho they KNEW that 80% of Americans believed it meant Bush would declare war. (When Hilary said she didn't believe Bush would use the power to declare war, she was BSing us).
