Just because his back was still a cancer to society in the WBF doesn't mean he didn't bring it up. Put another way, his back was slightly less weak in the WBF than it was in the IFBB.

No it means he didn't bring it up at all and he weighed his heaviest in the WBF supposedly 264 pounds . it has nothing to do with training it has to do with genetics

His back was proportional to his body weight at all times, so obviously at 264 pounds (which is probably close to an accurate report since Gary is 6'2) his back would be larger than it was at the 1988 Mr. Olympia when he over-dieted and came in under 230.

all kidding aside his back doesn't look all that bad in the smooth WBF shot, the erectors are thick and the V taper isn't bad at all.
