It keeps the sheep in line.  Among the people NOT paying their income tax, there is no way the US government can go after all of them.  They need to make examples every now and then and that includes high profile examples like Wesley Snipes.  It is a victory in that people will falsely believe there is a reason to fear [on average] punishment for not paying your income taxes.  They made a similar example of retired hockey player Guy Lafleur in Canada:
