I was telling my father the other day that everyone with an IQ under 110 should be killed, allowing us to fix the overpopulation problem and advance humanity at the same time. He then proposed to me a question asking if I would be able to kill my own child if their IQ turned out be under 110. I said yes and referenced the movie 300 for evidence of societies doing this before and he called my bluff. I do believe 300 is a factual movie based on a non-fiction comic book! 
Agreed. That would also take care of the majority of the muslim problem since most muslims are on par with africans (85IQ).
Luckily, genetic engineering will come with full force in about 20 - 30 years, and we can upgrade those second rate humanoids to a more suitable intelligence (although, it might not be too easy

Actually, the cutoff should be around 130, meaning: 98% of the worlds population = will perish. Everybody under 100 = killed, everybody between 100 - 130 = sterilized, every potential newborn screened and genetically engineered for superhuman-ness.

This would solve overpopulation problems, most crime problems and so on. And then we could repopulate the earth with superior beings via advanced breeding farms for genetically enhanched super-humans with superior intelligence, thereby saving humanity and destroying inferiority in the process.
