What makes it so unaccessable and unusable to have it printed in Capital and lower case? im just asking questions, I'd appreciate it if you could answer in a nice manner, thanks.

It's called data normalisation. For instance in my job, billions of web pages might be analysed for word relationships etc. This is so relation ships can be formed between words seamlessly, i.e. My TiTle => my title; BLUe skY => blue sky etc. Surely you understand why this is advantageous?
In this case, my personal preference and corporate policy is to normalise all the text on a web page to lower-case.
However, for admin tasks, like employee payroll the character data is upper case because it is the
historical norm.
Characters typed exclusively either in lower or upper-case have an increased readability. For admin tasks, increasing usability and readability will decrease margin errors when copying the data via a human data inputter. Any decimal percentage of decreased errors is VERY desirable when dealing with millions of citizens, thousands of customers, etc. etc...
No idea but that seems normal worldwide. I have multiple passports and my name is always in all caps.
Yes it is the historical norm.
