I think he did reach his max. Unless he did what Ray did and add weight little by little each year. The car crash is what did him in, he thought that could gain ground by gaining weight too fast.

Tiny chest, thin thighs and extremely small lower legs. He didn't even look that cut. Preferred him 1993 Mr. Olympia showing. Seemed to have more size for that show. Not impressed by him like most are.
