I know he was but I was also at one of his seminars and he claimed to only use 15 mg of winstrol and I think if I recall correctly some deca for the 1981 Olympia. I heard this with mine own ears. 
I was at a seminar of his in Florida, about 1985 or 86 and he said about the same thing. I don't remember him specifying the dosage but I remember him saying he only took a little deca and a little winstrol. Found it hard to believe, even though he was one of the most intense trainers of all time. I have seen some people respond amazingly well to very small doses.
