Do you give to homeless people?

"Panhandling license"?  That's just absurd.  The city trying to raise revenue by sanctioning panhandling.  Now I've seen everything. 

Well what it does is discourage the practice because it takes some effort, a lot actually, to get a pan handling license.  Think of it like a poll tax or other similar Jim Crowesque practices.  Its a veiled preventative measure that attempts to dissuade the practice and gives cops the ability to remove the majority who do not have a license and gives them great bullying power to anyone they "think" is panhandling.  


It has been the subject of great controversy as great abuses have been carried out with these type of laws.

They just need to outlaw it completely.  It's a public nuisance at best, and a safety hazard at worst.

I never give money directly to homeless people, but support two charities that I find do important and good work: www.shelter.org.uk/ which helps homeless people find homes and people about to become homeless from loosing theirs and Restos du Coeur http://en.wikipedia.org/wiki/Restaurants_du_Cœur  which feeds the needy. I support them via monthly salary deductions or via a monthly standing order from my account., so I don't have to think about it. I sometimes buy the magazines, which are produced by homeless and unemployed and sold by them in the street.

Occasionally when I see a homeless person in front of a super market I ask them whether they are hungry and would like to have a sandwich - if they say yes (which they rarely do) I buy them one in the shop. If they ask for money I tell them how to get in touch with the charities above.

One "approach" popular in Europe which really annoys me are people in train stations telling you that they lost their wallet and are collecting money to buy a ticket home. Every time one of them approaches me, I ask how much money they are missing for their ticket. I then tell them that I don't have any cash on me, but am happy to go to a ticket machine with them and buy the ticket for them with my credit card if they give me the cash they have already collected. Surprisingly none of them has ever accepted that offer...

That's similar to how I handle sidewalk panhandlers when I'm a pedestrian...  I say "I don't carry cash, do you take American Express?"

Yes I give, but only to native homless people as they get the least help. I like the ones with quiet dignity who just sit quietly witha cup head bowed, when they hear teh jingle theyseem so appreciative of it.

My dad every winter buys lots of gloves, hats thermal vests etc and gives them to the hostels to give out free.

Over here, we have the tendency of people begging to up their welfare check. If it's not embarassing for you, you can make good money begging in some german cities. And somehow, the people's attitude has changed, and now there are quite a lot of Non-homeless people begging.

I see one guy in front of a supermarket on the other end of the city ed, decent clothes, begging only from 11 to 17, when the old folks and moms go shopping.
You can see the guy very often in quite good clothing on the other end of town, shopping like a normal person.
I bet he makes 50 to 100 Euros ed, that's not bad at all, and he pays no taxes as well.

I think thats a great approach!  I have had people try and pull that scam on me too, or their car has just run out of gas and they need gas money.

I saw a guy at a street corner with an "I want work" sign at 6:45 am, still pretty dark out.  I was tempted to give him a day's work just for his motivation, but it was going to be a 1 man day.  I still might if I see him there again and have enough to do. 

Lunatics, aggressive pan handlers, stage 3 syphilis sufferers, and substance abusers get the back of my hand.  If they're sober, sane, and polite, it depends on my mood and the fickle finger of fate.

I went to Nogales once and most whites there seemed to get a kick out of throwing spare coins down to the Mexicans who were gathered under the balcony of the second story bar with their arms outstretched bleating 'pleeeeese' over and over.  I didn't hang around in Nogales too long.

I work in downtown Chicago which has so many less people on weekends walking around that I'm sure he just goes to another neighborhood.  On Saturday and Sunday he might switch it up and say "Will you please help me get a meal at Wendy's" instead. 

I'm thinking of just humiliating this guy by bringing him weird shit every day, like a clown cone from Baskin Robbins or one of those big smiley face cookies.  I might also try giving him some dvd's i don't want too, or just some extra white copy paper.
