The TDS/NYBB rack is very sturdy, I've heard good things about the PowerTec one also. Also Showstoppa is right about not skimping on the bench, it's real odd to bench real weight on a rickty bench. Try for a 0-90 degree model with a 12" back board. You might also try a used gym supply, I've seen super high-end stuff go for pennies on the dollar because a school or gym decides it needs a change of colors or a switch in brands. The equipment is usually in great shape.
If I was a outfiting a gym, I'd go:
1000lbs Olympic plates
500lbs Standard plates- for dumbbells, etc....
Good Bar (York or Texas Power Bar, maybe Pendlay).
Power rack
0-90 bench
Free standing pully machine, plate loaded. If the space was there.
