Well, what he's thinking is making money by doing a new show...not a bad premise.
Try to look past the obvious here Chick, of course hes not doing this for laughs and giggles - but the "show" as such is incredible cheesy.
Do you really think (and you should be qualified to answer this question) a lot of police men and woman use grips and techniques to wrestle somebody to the ground?
theres a good book from Mark Baker in where he antonym interviews members of the lawenforce mt, one of the short testimonies was a young Rockie who did not believe his older much more experienced partner that at times you have to use your stick and necessary force to get some big dumb guy to comply with you, the Rockie tested his famous arm grip which was pretty useless until the older cop had enough and just hit the guy over the head not hard enough to crack his skill but hard enough to get his attention.
His Quote was: if you want to dance with them go ahead but what you have to understand is that these people don't want to be arrested and will try anything to not get arrested, they have a lot more to loose then you have.
Point is - this show is just tailored for Segal to make him look good and doesn't really reflect day to day work - which is (if I can quote a friend I have who is in lawenforment) more a social council job.
