FIrst of all, the problem with the CBO is that they always assume static behavior with thier projections. They do not take into consideration that bahavior changes when tax rates change. That's why they always predict lower revenues than what actually occurs.
Second of all, the CBO is working with a false premise that has been given to them by the Obama Administration. They are only being given the figures for the taxes that are going to be collected for the first four years of Obamcare and are not being given the figures for the benefits that are going to occur afterwards.
