Depends what you call good/perfect form - if it's something in a high school gym textbook written by a twink then sure his form is off, but if you're going by how pros and big bodybuilders do barbell rows - I think his form is great.
When is the last time you've seen anyone do barbell rows with their back parallell to the floor and slow, controlled reps?
I call good form doing something that resembles a row. LOL @ sheriff saying he's at 45 degrees there.... more like 70.
I'm not saying he's isn't strong for a little guy but he's simply using too much weight, trying to impress us.
Drop about 50 lbs off that bar and do 6 clean reps intead of three and a half jerk/shrugs
PS if that's the way all of you guys do your rows that's pathetic.
PPS...If i posted a vid of me jerking 405 around like that you dildos would rip me a new asshole, but because it's your little buddy his form is "perfectly fine"
