Sure.  It's not DC's job to push out as much legislation as possible.  Only what's necessary.  I'm with 33:  gridlock is a good thing.  I'd rather have no new legislation if the alternative is what Obama has been doing/trying to do.

Split legislative and executive branches forces them to work together.
