The thing about government and religion, it's impossible, absolutely impossible not to mix the two. The people who are governing, their religious views or lack of religious views are going to show in their decision making. Ones religious views or lack of are a large part of what makes someone who they are and it is impossible to separate that from the individual...that would make them a robot.

There are literally thousands of letter and documents written by the founders that go into great detail over this matter. For crying out loud, for 150yrs congress opened each session with a prayer, issued an official congressional bible, based all their decisions off the convictions of their hearts.
