IDK if Barry had his hand in this or not, but acting like it's beyond possible is just more liberal ignorance. The DOJ is a cabinet level position. As such, Holder isn't briefing Obama about some low level crime. He's being briefed on high level and politically sensitive issues. This issue is very politically sensitive and there is no reason to think that Obama is not part of the decision making process.
For those not bright enough to figure it out - that does not mean every decision is being made by Obama. But political hot-topics are always on the agenda, especially when the POTUS made this issue a central theme in his campaign.
