Europeans almost all know multiple languages , metric conversion , and the difference between fahrenheit and centigrade  ... it's not a question of more maturity .. I've seen plenty of chavs acting an ass over there .. just like our hoodrats do here ... there's a cultural difference in general that I find to be the case

You can't generalise; there are idiots everywhere. Many differences arise from simple geography and history. Because of the British Empire and then the USA essentially taking over the remnant of that empire Anglophone countries, in particular the US are in positions of hegemony, culturally, linguistically, etc. If you are born in Kansas city, there is for example no need to learn or speak anything other than English; if you were born in Luxembourg the situation would be quite different.
