I see your point and it is valid, the problem is that ppl simply saying that someone is not right in the head doesnt make it so...I think straw man is a straight up moron the majority of the time same as 240 but that doesnt mean they shouldnt be able to own a gun

(B) copies or original and copy of ID Card, and proof of residence;
(C) written statement of actual necessity, stating facts and circumstances justifying the request;

POLICE
1.For purchase a firearm from the police permitted use shall apply to a unit of federal police armed with completed application , and submit the following documents and conditions:

(B) written statement of actual necessity, stating facts and circumstances justifying the request;

For purchase a firearm from the Magistrate permitted use / member of the prosecutor must apply to a unit of federal police armed with completed application , and submit the following documents and conditions:
(A) certified copy or original and copy of identification document functional and *CPF; ( SSN )
(B) written statement of actual necessity, stating facts and circumstances justifying the request;
(C) Proof of technical capacity for handling a firearm;
(D) 1 (a) recent 3x4 photo.
2.For purchase a firearm from the Magistrate restricted / member of the public prosecutor shall observe the regulations issued by the Army Command, as follows:
ORDINANCE No. 535 OF 1 OCTOBER 2002 - Ministry of Defense - Authorizes members of the Public Ministry, the Union and the states, and members of the Judiciary to acquire the domestic industry, for its own use, restricted weapon.
D LOG OF 23 DECEMBER 2002 - Approves the rules governing the acquisition, sale, registration, Registration and Transfer of Ownership of .40 caliber pistol, members of the Judiciary and Public Prosecution Service, the Federal and State and other matters.

Gun Possession -Porte-
This is the document valid for up to five years, allowing citizens to possess, carry and carry a firearm discreetly, outside the premises of your home or workplace.
For possession of a firearm citizen should go to a federal police unit armed with completed application , and submit the following documents and conditions:
(A) Minimum age of 25 years;
(B) copies or original and copy of ID Card, and proof of residence;
(C) written statement of actual necessity, stating facts and circumstances justifying the request, particularly with regard to the exercise of professional activity of risk or threat to physical integrity;
(D) Proof of good standing with the presentation of negative certificates of criminal records provided by the Federal Court, State, Military and Electoral and not responding to police investigation or criminal proceeding, which may be provided by electronic media;
(E) presentation of a document proving lawful occupation and residence;
(F) Proof of technical capacity and psychological ability to handle a firearm;
(G) copy of certificate of registration of firearms;
(H) 1 (a) recent 3x4 photo.
IMPORTANT
1.The proof of technical capacity ( Instructors Armaments and Tyre ) and psychological fitness ( Psychologists ) for the handling of a firearm must be provided by professional licensed by the Federal Police.
2.The rate shipping Porte Federal Gun should only be paid after the grant of authorization by the Federal Police.
3.The authorized to carry firearms will automatically lose its effectiveness if the holder is arrested or approached her while intoxicated or under the influence of hallucinogenic substances or chemicals.

But in the black market you can get whatever you want. you know like drugs.
And one of the biggest problem is the corruption... because all the weapons that the criminals/drug dealers in Brazil use, are sold to them by the pigs (military police).
