You CANNOT "bring up" calves, their size is determined by how long the muscle is vs how long the tendon is. The muscle itself is too short and cannot be increased. Go look at massive amount of black bodybuilders who generally have short muscle bellies and long tendons, they're ALL small. Look at fankhousers or jays, the muscle itself actually connects very low near the ankle on a short tendon.
It's like saying if you have high inserted lats you need to work on bringing them down lower? Lol. It's impossible, this is why no bodybuilder EVER has had small calves at any point in his lifetime, THEN made them great.
