Which is why I recommend that government money be placed on debit cards to where they cannot make cash withdrawals.  It doesn't cost a dime to do, allows people to pay their bills, buy food, and the nessesities but prevents people from using the money to buy drugs since drug dealers don't take plastic.  In addition, limits can be set up on it just like a food stamp card to prevent the purchase of beer, alcohol, and liquor.

In my ideal situation:  

I would have every welfare bum assembling for muster at 5:30 am w work boots:

1.  PT for an hour at 6 - 7
2.  7-8 3-5 mile run
3.  8-9 breakfat and shower
4.  9-5 - hard labor in the sweltering heat cleaning trash, roads, planting trees, etc.
5.  5:30 muster and :30 of PT

I live in South Florida, btw, and I've yet to see a hispanic fellow begging at the street corner.  At every intersection down here there is at least 2 to 3 "yellow-vests" begging for change.  These homeless beggers(and probably suffering from alcoholism or drug usage) are overwhelmingly black or white.  Hispanics(or Mexicans, Central Americans, whatever you want to call 'em) WORK their asses off.  A lot of people pile a lot of shit on them, but you cannot deny them their work ethic.

Got some bad news for you but the majority of homeless people on the streets are not there because they are lazy.  Some have drug problems, some are war veterans who have mental issues from fighting, some were simply got laid off and never was able to get another job and lost everything.  

And you wish to go and boot them in the ass when they are at their lowest point???  PT won't do anything for these folks.  You have to treat each case in a unique manner but at the same time you should have compassion for your fellow man.  

And stop preaching about Drill Instructors yelling at people.....especially since you've never put on a uniform before.

Yeah some have the issues you mentioned. Although, a lot of the others decided at an early age to do fuck all and now they want handouts. We can't always be so kind to our fellow man.

Its about motivating and encouraging productive behavior, not coddling weakness.

I think there should be a Governments Works Program that allows anyone to sign up for a job that will benefit the public.  For instance, picking up trash on the side of the road all day, Construction work, Road Work, Yard Work, Assisting the Elderly, Handyman work etc...

There should be a place where anyone can go and get one of these type of jobs instantly.

did you hear about the kid who tried clearing brushes for his boy scouts badge, and village union workers stopped them, causing about 3 months of drama?  eventually the union hall chief resigned from embarassment.

They crackdown on Fraud pretty well.  Some people do get away with it for sure, but at least there are measures in place to limit or eliminate it.

Most of the ones who are career, generational, and persistent welfare recipients are bums.  

I live in the Bronx and gre up here and in yonkers and Mt. Vernon, NY, home to the vaunted DMX, Lox, Mary J., etc.  i have seen enouh of these leeches and bums for 50 lifetimes to know that they suffer cultural and societal rot that makes improvement impossible absent a total makeover.
