Pre-tear Dorian had good arms, but his upper arms looked smaller than they were because of his huge forearms and massive, thick torso. I doubt Dexter's or Larry Scott's arms were bigger than Dorian's at their respective bests.

I measured Arnold's height at 6' 1 1/2". His arms were 21 1/2" in 1968. When you saw him up close you couldn't imagine where he could add any more size to his arms.

Dickerson probably had the smallest arms. Zane's were probably over 18 but not by much.

I think your upper arms are 14", hence the jealousy

The guy has genes beyond belief, untrained his upper arms are almost 20", I don't know if you've seen pics of hazbin, guy couldve turned pro

Dickerson's arms were very big when viewed from the back. Did you measure Arnold's arms in 1968?
